Strykers is home to Metropolis' more dangerous criminal element, particularly of the metahuman variety.
The Facility, like the rest of Metropolis, underwent considerable change following Braniac 13's arrival.
In addition, the city contracted out to John Henry Irons, who combined his considerable expertise with the futuristic technology to create the ultimate inescapable island prison.
One of Dr. Irons's suggestions was to place the prison in low orbir around the Earth, thereby further isolating the dangerous criminals who called it home.
